Malaysia To Reopen International Borders In Endemic Phase Says Defence Minister Hishammuddin

According to Defence Minister Datuk Seri Hishammuddin Hussein, the nation may enter the endemic phase or reopen safely to living with Covid-19 if seven criteria are met.

He said that this included one standard operating procedure (SOP) with nine guidelines, a Heightened Alert System (HAS), a National Testing Strategy, and TRIIS (Test, Report, Isolate, Inform, Seek).

It also includes an automated “Find, Test, Trace, Isolate, and Support" (FTTIS) system, the progressive reopening of national borders, and community empowerment ambassadors.

“However, all this depends on the Covid-19 pandemic management special committee meeting chaired by Prime Minister Datuk Seri Ismail Sabri Yaakob, which will be held this week or next week," he said in a press conference at Parliament on Tuesday (Nov 16).

He went on to say that the transition to the endemic phase will take place throughout the country at the same time, in accordance with the international standards, including those established by the World Health Organization (WHO).

Hishammuddin said that this was one of the decisions made at today’s Covid-19 quartet ministerial meeting to guarantee that all plans to move towards the endemic stage worked well, were understood by all parties, and would not jeopardise efforts to control the spread of Covid-19 in the country.

He said that the government’s next move was to shift to the endemic phase, since all states except Sarawak and Kelantan were already in Phase Four of the National Recovery Plan (NRP).

Apart from that, Hishammuddin said that the government had carefully and steadily controlled rule relaxations such as the reopening of the industrial sector, permitting inter-state travel, reopening of schools and institutes of higher learning, and the establishment of a tourism bubble.

Meanwhile, he said that one of the critical components in the transition to the endemic phase was the gradual reopening of the country’s borders.

He stated that it covered tourism under the Ministry of Tourism, Arts, and Culture, foreign worker entry under the Ministry of Human Resources, business travel under the Ministry of International Trade and Industry, and vaccinated travel lanes (VTL) for air travel under the Transport Ministry and Foreign Ministry.

Individuals who have been fully vaccinated may travel to certain countries without being quarantined under the VTL for air travel.
