All Phases of PPN Can Only Relax Once Full Vaccination Status Applies

All Phases of PPN Can Only Relax Once Full Vaccination Status Applies

With a vast majority of social and economic sectors reopened for fully vaccinated individuals, it is no doubt that some individuals who aren’t fully vaccinated could be seen flouting the standard operating procedures (SOPs).

There have also been reports that showed a small number of restaurants failing to check the vaccination status of dine-in customers before letting them in. Those who have yet to receive or refuse to receive their vaccination find it very difficult to comply with the current SOPs.

In regards to this, Health Minister, Khairy Jamaluddin said that the requirement for individuals to be fully vaccinated against COVID-19 in order to enjoy the easing of restrictions in social and economic sectors still applies to all phases of the National Recovery Plan (PPN).

Adding on, he said that the Cabinet has agreed that every form of relaxation announced before this be implemented on the condition that the full vaccination status applies for all phases of PPN.

This decision was made following the latest developments regarding the transitioning of PPN phases for all states and the dominant position of the Delta variant. The Delta variant made up 94.9% of the new variants detected in the country — a highly transmissible variant indeed! 

He further said, “This decision was made after taking into consideration the safety of the people’s lives, (the need for) strengthening of the country’s public health system and smooth reopening of the economy, as well as ensuring the government’s efforts to begin the transition process to the endemic phase is undertaken safely.”

Individuals who could not be vaccinated due to health concerns should instead provide the relevant health information upon verification by medical officers. This is the current status of each state for the stages of the PPN:

Phase 2

  • Kedah
  • Penang
  • Perak
  • Kelantan
  • Johor
  • Sabah

Phase 3

  • Kuala Lumpur
  • Putrajaya, Selangor
  • Melaka
  • Perlis
  • Pahang
  • Terengganu
  • Sarawak

Phase 4

  • Negeri Sembilan
  • Labuan

To further clarify the vaccination status of individuals, Khairy said that an individual is only considered fully vaccinated 12 days after completing the second dose of Pfizer, AstraZeneca and Sinovac vaccines. Meanwhile, recipients of single-dose vaccines such as Johnson & Johnson and CanSino are categorised as fully vaccinated after 28 days from the date of injection. Reiterating his previous statements, Khairy also mentioned that the country’s ability to exit the pandemic would depend not only on the government’s efforts and strategy but also on the people’s level of compliance with the standard operating procedure (SOP) that was set.

“If the people become complacent due to the relaxation given, it is not impossible for the situation on infections to take a turn for the worse again,” he said.

Concluding his statement, Khairy also said the details on the SOP for the national recovery phase would be announced by the National Security Council soon.
